In detail

Definition and scope

Operator means whoever sustains the product: support, implementation, administration. The operator may work at the customer or in your own company. The defining point is the sustaining work, not which organisation employs the person.

Use the Operator glossary entry as the vocabulary reference. When identifying an operator in a situation, ask who supports, implements or administers the product.

Operator, buyer and user

The buyer signs the contract and answers for the budget. The user performs the task in the product. The operator sustains the product. These definitions distinguish responsibility for purchase, task performance and ongoing operation.

The guide notes that buyers usually want control, predictability and proof of compliance. Users usually want fewer steps and less waiting. Do not substitute either perspective for the operator definition. Identify the sustaining responsibility explicitly.

Where the term matters in practice

The distinction matters when assessing what the current operation can serve. The reachable market is limited by existing support coverage, language, implementation capacity and regulatory presence. Support and implementation therefore connect the operator role to practical limits on market reach.

For CPM-E preparation, practise identifying both the role and its decision relevance. Ask who sustains the product and whether the existing operation can support the proposed reach. The guide emphasises judgement rather than memorising definitions alone. Continue with the Certified Product Manager Enterprise certification.
